Yes, as you said, my case is Scenario #2, but I have one question that makes me confused about the difference between the reject and change request buttons in the Standard workflow?

It depends who submitted the document to the workfow. Consider following examples:
Scenario #1
- User A submits document to workflow
- User B rejects the document
- Work item is assigned back to user A
Scenario #2
- User A submits document to workflow
- Workflow is assigned to User A for approval - it might happen in some scenarios
- User A rejects the document
- Work item is assigned back to user A
So you see that in some situation it might be running in a loop. But in general work item is always assigned back to Workflow Originator once the document is rejected.
In my case it return to the user who reject it and in the wF history it appear pending in user who rejected it

it will return to the user who has submitted the workflow. So the document can be resubmitted buy the workflow orginiator.
