You could use Workflow to send email automatically when the field has been set to "Bad".
Go to Settings->Customizations->Customize the System->process
Set your trigger condition first, and then click on "Add Step" and select "send email".
Click on "set properties" to configure your email template.

A good method is to create a workflow that runs whenever the field value changes. The workflow will need to send an email notification when the rating is "Bad".
