The following steps are confirmed which could solve this issue. For your reference:
Many solution upgrades are failing with error while promote and delete is executing with below error.
You cannot disable Mobile Offline flag for this entity as it is being used in Mobile Offline Profiles.
We have a TSG to resolve when the customer reports this:
You cannot disable Mobile Offline flag for this entity as it is being used in Mobile Offline Profiles.
This script will have the effect of removing the specific solution entities from any mobile offline profiles.
While you need to raise a ticket from Admin Center with your Org Url to notify CSS to help you escalate the issue.
The BE Team Engineer could help you to remove the entities within mobile offline profiles by internal script.
This must mitigate the mentioned issue.

If it will be enable in the second quarter then i am having the trouble here .
I need to uninstall the managed solution and it contains only 5 entities ,
2 entities are oob and 3 are custom.
i am coming across below error.

The option for enable for mobile offline is still in the process for upgrading. There's a important notification released in Doc for this function as follow:
We’re working to improve mobile offline capabilities in Dynamics 365 for phones and tablets for release in the second quarter of 2019, and are currently onboarding only a limited set of new customers. When a preview program opens for mobile offline capabilities in Dynamics 365 for phones and tablets, we’ll let customers know. Existing customers who are already using mobile offline capabilities are not affected.

From the above notes , it seems the option would come back in the second quarter of 2019. For your reference.
