This week we have had two service updates moving us to V9.1.0.2835.
Both patches this week have caused issues in our production instance and as far as I am aware no notifications were sent before hand to confirm these were to be applied.
I am unable to find any information to confirm how the update process for service patches (i.e. minor hot-fixes) is processed i.e.
1) Are Admins updated for service updates (i.e. non major updates) that are planned within their tenant? If so how is this configured as non have been notified.
2) Are service updates applied to sandbox instances prior to production testing so that regression testing can be completed?
3) If this was possible can the service update be blocked if regression issues are found?
All documentation points to the major release and delaying deployments of these releases via the admin centre. If anyone is able to point me in the direction for the process that would be fantastic.

Actually you could validate the minor Update info from Admin Center> Health > Message Center as following screenshot:
Service update is according to Instance Geo which doesn't distinguish Instance type like Sandbox or Production. The 2nd request couldn't be met.
Since we are using Online Instance , the minor online service update couldn't be refused. While if we found any regression issue pls raise the ticket asap to ask MS Team for investigation which must be free if it's confirmed as any bug issue. Then BE Team would check in the latest hot-fix in the update to avoid related issue.
