Yes. MS recommend customer to raise support ticket from Power Platform Admin center if the issue is related with Dynamics Customer Engagement.
While currently Power Platform Admin center(Preview) couldn't view all service requests including your colleagues under your tenant. I think this is by design and could be tracked in IDEA : experience.dynamics.com/.../

There are serveral ways to raise support tickets as following list:
As I known, you could see all tickets including other users under the same domain when you raise support tickets from Microsoft 365 Portal Admin.
While this cannot be realized if you check the support ticket from Power Platform Admin center's Help + support to view all service requests.
So this function's availability still depends on your SR raising methods. Hope above would help/
