Approval workflow escalation

I have an approval workflow that is working correctly.  However, in the escalation, it is defaulting to the last user in the workflow than to all users.  Is there a way to show the escalation hierarchy option to assign to all users retrieved instead of it going to the last user in the workflow?

    Thank you for the response and informational link!  I did read through it and the problem I'm having is that during escalation, it goes to only the last user in the flow.  It doesn't have the option to choose all users.
     
    In the Microsoft documentation, it says, "Assign to all users retrieved - The document is escalated to all users in the range."  But in the system, I do not see that radial button option to choose from.  This is under the Hierarchy tab.  Is there a condition when the option is available to escalate to all users and a condition when it does not show this option?  Maybe it is set somewhere else that impacts whether the option shows or not?  Thank you in advance for any insight.
