Choice column duplicated options moving environments

Bit of an odd one - I have a column - Address Type which has two options in my development environment.  But when I imported the solution into my test environment the choices have been duplicated! 
 
Any ideas why?  I hadn't altered the choices in any way before export/import.  My other choice columns have all migrated without issue.  Is it the Sync with Global choice setting being set to No?

    You can check solution layer of this column in the second(test) environment.
     
    Do you have Unmanaged customizations on the solution you imported?
    Unmanaged customizations reside at the top layer for a component and subsequently define the runtime behavior of the component. In most situations you don't want unmanaged customizations determining the behavior of your components.

    I've checked and there is no unmanaged layer on this column.
