Hi,
I"m going to create business units and i"m wondering if I should do it in production or test instance. Can I move business units and all team members/users included in it from Test > Production or what is your best practice of creating and working with Business units?

You can directly create records in production.It is not always necessary to create data in test and migrate in production.Test environment is for testing purpose of plugins and other customization. You can create data in production.If you want test everything so create few records in test and check your functionality after that create all of your records in productions directly.

Is it same with Queues, should i create in Test and then import to Prod?
And all the security settings and security structure (users roles, teams, bu) should first be tested and implemented in Test before moving it to Production right?
You can migrate all data from test to production using Data migration tool(Configuration Migration Tool) following link will help you to use it.
You can migrate all data including business unit however there is already default business unit will be present in your production.If you want to assign new users and teams to production business units then use following tool from XRM Toolbox.
