Imports with ER in Tier-1 is not working

Import with electronic reporting is not working in tier-1 environments. I get errors such as with camt053 bank statement: 'The document needed to perform data import from could not be found.' There are errors during the request of file: '', and errors while evaluating expression for path 'format/Document/BkToCstmrStmt/Stmt/Acct/Svcr/IsMatched'. For a custom config, the document needed to perform data import from could not be found, and there is an error while evaluating expression for path 'format/File/vat/IsMatched'.

This issue is happening with all the ER configuration I have. It is working fine on Tier-2, It used to work before on Tier-1, and stopped working when I upgraded to version 10.0.47 from 10.0.44 and imported PROD database. I have also tried provisioning a new environment, but it stops working as soon as I import the database.
