How to update alerts?

Would you be able to assist us with an issue we are experiencing?  We are attempting to setup alerts for the first time and created alert rules, but even with new responses we are not seeing updates on the alert panel.

For example:
We have a rule set for CSAT les than or equal to 5 to create an alert.


Even with the above rules in place, creating a new survey yields no results.  We just get “Still waiting on responses Alert metrics become available after responses are received.”

    As a follow up, this issue is still occurring.  I have updated the alert rules to the below, but new responses are still not showing as an alert.  Would anyone happen to have some advise on how to fix this?
