Users can't see new parent subject

Hello,

Today I created a new parent subject that I can see fine but my users can't see at all.  They can still see the previous ones,

I published customizations and they refreshed their pages and even logged out and back in. Still can't see the new subject.  

They have at least read/write privileges on Core Records > Subject and on Service > Case. 

What else should I check?

    Wow. Thankfully this didn't take 4 hours.

    Hi, that's always happen, especially in on premise system. One time, I have deleted a custom field,  4 hours late, our system (deal with back end build) finish all the update.

    Well, after about 30 minutes or so the users could see the new subject.  

    Is this normal?
