Common Data service (CDS 2.0) is the cut down core of Dynamics 365 - it contains the core functionality of Dynamics 365 (forms, support for custom entities, workflows, plugins, security) without the Sales / Customer Service / Field Service / Project Automation pieces.

It's not so much part of Dynamics CRM / 365 rather its the rebranded core upon which Dynamics 365 (version 9 and above is built on).

The great thing is that the PowerApps has a free community edition - which you can sign up for at powerapps.microsoft.com/.../communityplan
