License Inconsistency

I'm trying to adaquate our custom security roles to the licenses we bought for D365, but i think there is an inconsistency in the report showing on LCS.

There are users that do have Security Roles attached but they dont appear in the report, here we have users registered in two different Companies, the user from CNK appear on the report, but FLX do not.

Other companies do not require a license?
I'm missing something here?

    Are you talking about Dynamics 365 Finance and Operations system?
    Which report is it? Could you mention about how to open/navigate this report, please.

    Hi Lucas,
     
    I assume the question is regarding Dynamics 365 Finance and CNK/ FLX is the legal entity name.
     
    Go to the Power Platform Admin Center (admin credentials required).
    Navigate to Billing > Licenses > Finance & Operations. 
    This dashboard shows you which users have been assigned licenses, which are missing licenses, and how many licenses are needed based on actual security roles in D365.
     
    Please use version 10.0.44 or later of Dynamics 365 Finance.

    The reports on LCS and PPAC do show the same data. Note that 10.0.43 is also having the same license data as 10.0.44. There is no need to update to 10.0.44 in case you are on 10.0.43.
     
    In case users or roles are missing this can be due to:
    • The user is assigned the system administrator role.
    • The user is disabled.
    • The security role does not have access to standard Dynamics 365 F&O objects, but e.g. only ISVs or custom menu items. In this case, still a license might be required.
    • The users are not part of the domain/tenant which is used for the Dynamics 365 application.
    • The role assignment was done where the report was not refreshed yet.
    Do the users in both companies have the same domain? If not, are these domains linked in Entra ID or are they seen as guest users?
    When users are not reported, are they assigned to the same security roles as the users from the other legal entity?
     
    Please share some more background information about the Entra ID setup and contents of the security roles, so we can try to help you.
