is this possible to translate to different language in portal

for e.g I want to translate from English to french and i have already added languages in Websites , But when i am selecting particular language, Portal option like create,Edit,Cancel these are getting translate but web page is not getting translate it will be remain in English language,

Can anyone suggest how to do this So, that all the content in portal get change to automatically when selecting particular language.

or I have do it manually for each language?????
