Hi,
The PO gets approved by the department managers. One of the managers left on vacation and forgot to delegate his approval. IS there a way as a system administrator force his delegation to another user?

Naturally, in every Workflow history there is a button Reassign down below.
You can reassign it using Sys admin rights . Did you look at workflow history page where it shows work items and reassign button?

No. It is too late. Any changes to the workflow such as a deadline for the delegation will not affect this workflow instance. Any change such as a global Delegate in the user settings of the manager will only work at the moment as the workflow item is getting assigned.
You have to make some kind of adjustment like either assign duty or privilege which gives this ability to reassign button on the workflow history form to the end user. Your developer can help you with that.
What's the problem with the user rights anyway? From your question I understood this was a one time action. I thought you were the system administrator.
The concern is to provide sys admin rights to one of the finance team to reassign the approval
It looks that the best approach is to create a new custom user roles
