Is it possible to update the bootstrap framework to version 4?
I can add the css file, but I can't see where to update the bootstrap.js file.

Are you not seeing it under web resources? both the CSS and JS file should be there so you can upload and overwrite.

It is not possible to upgrade to bootstrap 4 like this. Bootstrap 4 is not backcompatible with bootstrap 3 so it's support would need to be build in product.
I will suggest to get an idea logged in for product team to consider as a feature enhancement
