Does the MS Dynamics 365 implementation require the participation of a MS Certified Partner, or can the customer do so directly with Microsoft?

You don't need any participation in context of your question. You can start of on your own implementation.
If you are new, can an certainly self-learn by creating new CRM Online trial instances from http://trials.dynamics.com/
Also, if you are starting this implementation right away, please follow best practice i.e. to implement/develop anything on your Sandbox environment and only then moving it to production.
As and when you'll start on this, you'll discover these things.
