Email Engagement not tracking for campaigns

I have email engagement turned on and I can send an email directly to a person as an activity using an email template and it tracks opens/clicks. 
 
 
 
 
When I setup a campaign and distribute a campaign activity with the same template to the same person it does not track.
 
 
Is there a setting somewhere I am missing??
