Is there a built in system behavior that makes entitlement status turn to draft automatically?
I know the system makes 'waiting' to 'active' and 'active' to expire.

yes, i am afraid you have to turn on the audit for that entity.
Besides that, do you have any workflow , plugin, JS, console application that will run on that entity? if yes, try to check them also.
I checked the audit view however i don't see any entry. Even no records for which system changed from waiting to active or active to expired.
Do i have enable auditing for the fields in order to monitor that?

no, there is built in system that change the status to draft.
I would advise you to check the audit .
