Release To Warehouse fullline required doesn't work

Dear all! We have a problem.

We have some customers that doen't want partial qty of line served on the deliveries.

So, we set for this customers "Full Line required" on the sales orders.

We use to release to warehouse this function: WHSReleaseToWarehouseSalesOrder

And, when i try to release, the system accept everything (full line reserved or not).

Do you have this problem? Can be another set up?
