Adding a user to CI Journeys and Data

Hi all,

I am starting up this Dynamics 365 rig from scratch and without a ton of guidance. I have an employee that will need to access and work with CI-Journeys, but I can't even find a place to add her. She is a user on my tenant and in my org (I believe), and since I believe I had to give her a role I tried to use my best judgement to give one with near complete access (right under a traditional admin role/full control), but CI-J isn't showing up for her. 

Does anyone know of any resources to walk a layman through this? Any ideas? It's all so byzantine and chaotic for a newbie to D365.

    Hi Partner,
    1.Make sure that you have install Dynamics 365 Customer Insights in this tenant and environment:
    2.To add users to Dynamics 365 Customer insights-Journey, first assign a license to each new or existing user.
       1)You can use the Microsoft 365 admin center to assign licenses. 
        2)Add users to the environment that has installed the CI apps.
    3.Assign security roles to the user:
    By default, the following roles have privilege to access CI-Journey app:
