Portal error during the file upload for only one, specific contact

Hello,

I have an issue, when specific contact is uploading attachment on the portal he receives an error which only says: 'Forbidden'.
 
I have checked logs in azure, but I can't find anything related to this issue.
 
Have you ever encountered this issue before ? What would you advice, what should I check/troubleshoot ?
