I tried something else and it works for me.
Before this error arise I cleared some personalizations for this menu item which is sales orders page and accidentally for sales order page , and standard view disappeared as well and then tried to copy personal views from other users but it didn't work,
Finally what I did that solve the problem:

Error is throwing from standard class named "FormRunConfigurationSerializer" - isValid(Method name) - This method is called from the another standard class "FormRunConfigurationSerializers" - "SaveToUser".
There is a table named "FormRunConfiguration" - In this table there is a field named Scope which is a enum field - So they are validating this field in the above class - Try to debug these classes to get some idea about the issue.
Also error which shows "PlatformLocked" is one of the enum elements of the Scope field.
Also try clearing the usage data for the particular user and check.

There is no universal solution. "Could not open menu item" simply means that an error was thrown when trying to open the form. It may be any code throwing any error.
And "object reference is not set to an instance of object" means that some code was trying to access an object that hasn't been constructed at all.
what I should check in order to solve this problem ? I found threads talking about same issue (could not open menu item xxx) but the reasons were different.
But (object refernce is not set to an instance of object) I want to know more about it please.

From user options then personalization, using filter of page name then clear views.
I did the same in test environment, but menu item open normally for a user and standard view appears directly in user views (personalization section) automatically after clear it.
I tried to copy standard view from another user to this one, after that this error appears.
