Lead Marketing and Do Not Allow Bulk Emails

I have come across an interesting use case for Real Time Marketing in regards to Leads:
 
Our Marketing department goes to a 3rd party to buy lists of cold Leads, uploads them to CRM, and then sends out a Marketing Email. However, this brought up an unexpected problem. We have Contacts with a matching email to those they just bought, and their record shows them as Unsubscribed via the Do Not Allow Bulk Emails option set to Do Not Allow. 
 
This becomes a problem when they are uploading Leads with an Email attached to a DNC email. Has anyone else run into this problem? How did you resolve it? Am I able to generate a suppression list of emails related to DNC Contacts, and have it apply to Leads as well?
