IE11 is just old, and doesn't support a lot of newer Unicode formats including modern emoji, and won't be updated to. It should work just fine in Edge.
That said, you can go to Options -> Encoding -> and try to force UTF8 in IE11 and see if it changes how the emoji is rendered, but you're not going to get full modern emoji support in IE11.
