Activating an RU Inventory balance turnover report

Hello:
I'm trying to enable the RU Inventory balance turnover report. I've made the changes necessary to run the report, but now I'm hitting this error:
/Numbers could not be generated because a number sequence reference is missing. Ensure that all necessary number sequences are set up./
I found the following article, but it doesn't address what's needed if the report were to be run outside of the RU region. 
 
Edit: Are there alternatives to the RU report? Details would be appreciated.
