Electronic reporting: import blank column/value from CSV to Bank statement

Hi Everyone,
 
Am using CSV file import using ER for bank statement import, The file looks like the below . Am trying to handle commas in 7,8,9 fields, where currently there is not data. But if there is any data with commas inside the quotes of 7,8,9. we have to import. i made the changes and working if the file first row has data in it  and even working if the second row doesnt have data., otherwise throwing error.
But bank file for 7,8,9 is not mandatory.
 
 
I didnt set any mutliplicity as well.
