Hi Partner ,
Yes there was an outage today in OCE region, affecting all instances at 10/09.
The issues observed in outage could be:
While the issue has been confirmed that has already been fixed from D365 product team.
You may also refer to the Office 365 Message Center to get more information shared by product team.

If you still have the above issue symptom. Pls no hesitate to raise the service ticket in Admin Center.

You will get System downtime/degradation notification whenever this happens. You can add email address to receive such notifications.
Also you can monitor for the instances service health & services availability: docs.microsoft.com/.../check-online-service-health

Microsoft provides an SLA guaranteeing a level of monthly uptime. You may be entitled to a credit towards a portion of your monthly service fees. Read this document for more information on this.
