Is there any way to create a NAV server instance without installing the NAV ADMINISTRATION and administration Shell?

Hi,
You can still create the Service Using Sc Create Command, but you need to still copying the files related to Service Tier.
The Commands are still same as we used to use in NAV 2009 Version.

NAV Server (Windows Service) and Administration Tool are different components, you can install NAV Server only as below picture:
But why not install Administration Tool? It is recommended to run setup package, and install them together.
Just for knowledge purpose
