License Count Reporting D365

Hello!
 
How do I get a user license count within Dynamics 365? We are trying to shore up what our third party vendor is charging us versus what we are actually using.
 
 
I tried both of these reports.
- User License Counts does not produce any results unless maybe I am using the wrong criteria.
- User License Counts History does produce results. I did the start date for today, it auto-generated a date in the future (year 2154).

    Do you know why the User License Counts History report does not produce the count of Finance licenses?

    In the Microsoft 365 Admin Center, there is a license called Dynamics 365 Finance for Government

    This is our current count in the Microsoft 365 Admin Center.




    Another question,

    I ran the report and this is what came back:

    Kinda confused on why our D365 environment hasn't had any access issues. It looks like we haven't procured enough licenses in the Microsoft 365 Admin Center. Do you know why we haven't had any trouble? I would think D365 would kick back an access issue since we didn't tie it through a license in the Microsoft 365 Admin Center.
