Is offline mobile sync even available for v9? I know there are some updates in Q2 '19, but if I currently have v9, am I able to turn on the mobile sync? I can't find under customer engagement-custom > settings. I'm not sure if I am looking in the right place to start. If there's a video somewhere, I'd love to watch!

No, you could not turn on offline mobile sync for V9.
Before the offline mobile sync going offline , you could follow the below operations to enable mobile offline:
In the Dynamics 365 for Customer Engagement apps - custom app, go to Settings > Customizations.
Click Customize the System.
Expand Entities in the left pane.
Select the entity you want to enable for mobile offline (for example, Account).
Under Outlook & Mobile, select Enable for mobile offline.
Since the feature has gone offline , we could only enable read-only mode in mobile currently as following screenshot.

Hello, offline access and sync for Dynamcis 365 for phones and tablets is not currently available except by invitation to a private preview program.
The document refers to this feature becoming more widely available in late 2019.
