Workflow runs before allowing users to add attachment to certificate

Hi all, 

I have created a workflow that alerts managers when a new certificate is added by an employee. 

The problem is the certificate automatically enters the workflow before I can attach a document to the certificate as proof they have obtained the qualification. 

Does anyone know how you would prevent the certificate from being sent until an attachment has been added?

    Hi Thomas Day,

    Consider breaking this down into two different processes.

    1. A workflow that alerts managers when an employee adds a new certificate.
    2. A plugin that runs when a document is attached to the certificate.
