Hello,
Can we create a hierarchy of contacts e.g; A is the admin contact for company B. Only A can register a new users for portal access for other contacts in company B.
Real Estate: Admin contact of company A will be able to register other contacts/portal users to access portal working in company A.

Hi Canadian guy,
Portal permissions are based on web roles.
You can take a look at the standard partner portal solution, where a contact can add other contacts for the same parent account.
By adjusting (a copy of) the web role you are able to limit the privileges for "normal" contacts.
