How to backup and archive Dynamics 365 persisted information pursuant to state mandate

We are exploring the use of Dynamics 365 to write some applications at our state agency. Many information backup and archival standards exist by law. What might Microsoft have to facilitate this? I'm thinking an information dump will work that we can do, or automate on a regular basis. Is there an existent export utility that will suffice? Can one be written?

    There's a native SQL Azure backup tool you can use call the Data Export Service: docs.microsoft.com/.../replicate-data-microsoft-azure-sql-database
