I haven't faced this issue before. That's why I suggested to look at some prerequisites, like permissions. If you keep encountering the issue, you might also contact Microsoft Support.

I checked our privileges via SQL. There is no problem. When we try to create a new database, it continues to give the same error.

Not sure, but there might be some objects missing (e.g. views, stored procedures or security permissions) in the database which is created for the Trace parser. Like suggested by the error, try to create a new database. Ensure you have the correct permissions (in SQL server) to perform this task.
