Unified Interface - Dynamic Flyout Menu does not render

I am not able to build the flyout menu using the JavaScript approach mentioned here. https://community.dynamics.com/crm/f/117/t/196425.

It works for normal web refresh forms but not in the Unified Interface. In UCI, it shows "No Options Available".
