Enabling the Subscription Billing Module by Company

Implementing subscription billing module for a two-company system. In one company the features are all available, as expected. In the second, they are not, i.e. when we attempted to set up a new Trade Agreement, we received an error message        pastedimage1668700919880v1.png

When enabling the Subscription Billing Module, I did not see an option to enable the module or certain features by Company.

Are these enabled by the Instance or separately by feature, for each company.
