Visual Studio error: There was an error reading metadata (HRESULT_E_FAIL) – D365FO

When opening a D365 Finance & Operations project in Visual Studio, I get the following error:
 

There was an error reading metadata…

Error HRESULT_E_FAIL has been returned from a call to a COM component.


 

What are the common causes of this issue, and what is the recommended way to fix it?
