Is there any way that we could trigger a business rule on save of the form?

You may want to set scope of business rule to "Entity" instead of "All Form". This will trigger it on server side.

Business rules are triggered field onchange and on load of the form. If you have some logic that you want to run on save you need to think for other alternative approach to implement your requirement - workflow/plugin/js
