D365 for Talent is a SaaS applicaiton, so custimazation as in development is not possible.
You can enrich your environment with custom fields, or Power Apps.
In addition, you can use Web Apps (cloud-based modulair apps to enrich the standard):

Because Talent is a SaaS app, customizing Talent is not possible as you would expect in D365FO.
However, it is extensible. We can add custom fields in Core HR and extend Talent by using PowerApps and Microsoft Flow.
