This list of apps will be showing/controlled to users based on their security roles.

Click the ellipsis (3 dots) on each app & then click “Manage roles”, uncheck all the unwanted roles to hide from the users.

When I click the three ellipses it only gives me the option to "pin this app"

Nevermind I figured out what you were referring to. For one of my apps the only option I have is "hide for all roles". I cannot chose any security roles

The one which only give you option "hide for all roles" is the default app and we cannot set security on that app. You can hide it for all and let the individual/ custom app give permissions for users.
