A client has work orders that were created directly in the system. As a few business processes have been modified within the company there is now a need to link the work orders to an opportunity. Is it possible to create a temporary workflow that can create an opportunity from the existing work orders?

You could use a workflow to create opportunities from work orders automatically.
Go to Settings->Processes and create a new workflow.
Configure the template or work order.
About how to use workflow, you could refer to this sample.
In addition, you say you want create opportunities from existing work orders, I suggest that you could set the trigger condition like "when record change" and then update your work order records one by one manually or bulk update and then the workflow will run automatically.
