Hi,
I would like to distribute surveys through custom activity(like SMS) and get responses from contacts. All I want is to be able to generate the customer service url ,save it in dynamics 365 and link the survey response to the contact.
How can I get the customer voice URL and link it to the contact?

You can use Power Automate to generate survey link to a specific record by using "Create an invitation" action -- see below:
The action will generate invitation link and create a record in Customer Voice survey invitation table (the record is tied to the specified contact record in Dataverse):
