Without going into the reasons why, the users are attempting to load an invoice from 06/27/2019. I have added an entry in the appropriate exchange table to cover that date with an expiration into the future to cover loading the record. When the Receivable Transaction Edit List is run, it displays the error 'The exchange rate has expired.'.
Sooooo, not sure what I am missing. Is there a limit about how far in the past and subsequently how long a rate is considered valid? Looking at RM10301 or the details on RM10101, I can't see any reason why this will not post.

You should be able to do this. My suggestion would be to delete the transaction and reenter it. Post it by transaction and not batch.
If that does not work, I would suggest open an incident with the support desk.
