Extensible Data Security (xds) Security Role Case Management Form D365

I have created many (XDS) Security Roles but when I created a security role for Case management Form (All Cases) ,its not working due to Sytem Security Role Restriction.
My Requirement is to Show User only those records which Case Category is CEP/ICO and when he create a new case than its only show CEP/ICO on CaseDetailCreate Form.
I have seen a system role where he create a temp table and a xds method on it which shows that if user has system admin rights than show records otherwise no record show on form.
Kindly Guide me how can I create this Role?
