AX 2012 : AIF inbound ports can not be deployed - issue with temp folder/files

I have issue with starting Inbound ports. When i try to activate the port i am receiving the following message : The port "X" could not be deployed.\nError : Timed out waiting for a pogram to execute. The command being executed was "C:\Windows\Microsoft.Net\Framework64\v4.0.30319\csc.exe" /noconfig /fullpaths "C:\Users\svc_acc\AppData\Local\Temp\vpeoo531.cmdline"" 
 
I found a solution for this :  I go to the location C:\Users\svc_acc\AppData\Local\Temp and delete the files with name vpe00531(usually there are two files out and err). Once the files are deleted i am able to start the the service again without any issues.
 
My question is  : How to identify the root cause and what is the usage of this folder ? 
 
My assumption is that the files there are some artifacts of compiling and when we try to compile again(during the inbound ports deployment) there are some references to this files causing the crash. - If this is corerct, should i delete everything in the folder and try to start the ports ? 
 
Would be grateful if someone has expereience to share or give me any hints for identifying the root cause.

    1) Issue
    - AIF inbound ports in AX 2012 cannot be deployed or activated
    - Error message appears stating timeout while executing csc.exe (C# compiler)
    - Deployment fails with reference to temporary .cmdline files in the user Temp directory
    - Issue is temporarily resolved by manually deleting files in C:\Users\svc_acc\AppData\Local\Temp
    - The problem reoccurs when trying to deploy inbound ports again
     
    2) Reason
    - The error is caused by leftover or locked temporary compilation files generated during AIF service deployment
    - The AIF inbound port activation process dynamically compiles .NET assemblies using csc.exe and stores intermediate files in the Temp directory
    - If these temporary files are corrupted locked or not cleaned up properly the compiler process fails or times out
    - This leads to a failure when AX attempts to redeploy or recompile services for the inbound port
    - This can happen due to insufficient permissions antivirus interference file locks or abrupt termination of previous compilation processes
     
    3) Resolution
    - Clean up the Temp directory regularly especially files related to AIF compilation such as .cmdline .err and .out files
    - Verify that the service account (svc_acc) has full read write and delete permissions on the Temp folder
    - Ensure no antivirus or security software is locking or scanning files in the Temp directory during compilation
    - Restart AOS services to release any file locks or stuck compilation processes
    - Avoid deleting all Temp files blindly instead remove only AIF related artifacts if possible
    - Monitor the folder during activation to identify which files are being reused or locked
    - Check Windows Event Viewer and AX logs for additional errors related to compilation or permissions
    - If the issue persists consider moving the Temp directory to a clean location with proper permissions
    - Apply latest AX 2012 updates or hotfixes addressing AIF deployment and compilation issues (As Dynamics AX is depreciated, just for information purposes)
    --> When cleaning/deleting files in relevant folders, just take care to not delete necessary files which can cause inconsistencies when missing
