how to unlock custome loockup columns

Hello,
I have create a custom lookup colum in project table wich is a default table in dataverse. The column name is 'Country catalog' and it stores the country names as a catalog.
Im adding this new field in the default "project for the web" app form. When I run the app everthing is ok and Im able to see drop down list.
The issue is that when I share the app with other users, they are no able to drop down the list, and cannot see data options to select. There is a lock icon near of the text box that make me think the user has no privilegies to see the data.  If you have any idea how can I allow the user to drop down and select the data i will apreciate.

    See if you promote the user with the System Administrator role and replicate the issue. At this point, it looks more like a permission issue. Ensure that the user has Append and Append to access both the tables (Project and Catalog)
