If the user open a work-space and how often does the system refresh the UI (workspace)? And if there is any parameter we can change the refresh interval?

You can set up refresh interval for tiles. Also you can call refresh operation from code.

Can you let us know whether you refer to D365FO or AX2012?

If this question points to AX2012, it would be application workspace (client) or development workspace (IDE) (More at https://docs.microsoft.com/en-us/dynamicsax-2012/developer/workspaces). There is no refresh interval regarding these as far as I know. Its manual and AOT refresh can be done as suggested in the post - https://rahulmsdax.blogspot.com/2014/10/how-to-refresh-application-object.html.
If this question is related to D365FO, I second with respect to the tiles. The data refresh in Analytics tab of a workspace depends on the Entity store refresh recurrence settings of the cube(s) or measure(s) the analytics report (PowerBI) linked to. Please refer to https://docs.microsoft.com/en-us/dynamics365/fin-ops-core/dev-itpro/analytics/automated-entity-store-refresh for more information.
