MS D365 SCM / PO workflow

Hello
i want to setup a PO work flow, but think i miss one basic paramater:
When i create a new PO, the approvale status of the PO is /draft/ and i could launch a work flow, but the moment i enter a po line and hit /save/  , the PO gets directly approved.
 
Soi cant evaluate PO lines  in a workflow
 
and hints where to change this behaviour?
