You could create a Visual Studio Tools integration that would do that.
This can be achieved in a few minutes with GP Power Tools with no external development environments needed.
The resulting scripts are stored in the SQL system database and there is no additional deployment or upgrade steps.

If may i ask do you know what is the name of the window in my screenshot above?
You could do a vba modification. --this would be the cheapest and fastest. But the normal disclaimer here is that vba support will eventually go away as the operating systems are upgraded.
Or you could do a dexterity modification. It would take longer to install and setup dexterity than it would to create the code. You would create a Form trigger that would set the value of those fields after the form is open. When you install GP dexterity, all the manauls you need will be deployed.
Having said all that, if you are charging your customer, it would probably take less effort to install GP Power Tools (per David Musgrave comment above )and create the code change that way.
